«Постаффирмативная» эпоха научной дипломатии в ЕС: на пути кооптации в дипломатию принуждения?
The article provides an in-depth analysis of current trends in the development of science diplomacy theory and practice within the European Union. It explores the evolution of the science diplomacy concept, particularly focusing on the shift from the traditional affirmative approach of “positive action science diplomacy” to its incorporation into the “negative half-plane” of the concept. The study concludes that there are clear indications of the systematic integration
of science diplomacy into the realm of European coercive diplomacy and sanctions. It also examines the increasing politicization of science diplomacy in the EU, highlighting its growing importance in geopolitical discourse. This shift reflects a move towards nationally and state-oriented interpretations, which undermines the previously emphasized international nature of science. The article addresses the ethical dilemma of balancing civic loyalty with membership in the global scientific community. Furthermore, it outlines the trajectory of incorporating science diplomacy into the EU’s “sanctions diplomacy” strategy, exemplified by the development of the “A European Framework for Science Diplomacy”.
