Международные модели оценки качества государственного управления и их применимость как методологической основы для ЕАЭС
The article is devoted to the analysis of international indicator models used as proxy
measures of a state’s institutional characteristics and the quality of its governance
environment, as well as to the development of a methodology for their comparative
evaluation in terms of methodological robustness and analytical applicability. Based on a
systemic analysis of 23 international and regional indices reflecting various institutional
and procedural characteristics of public administration, the study proposes a formalized
methodology for the comparative assessment of models, incorporating seven criteria:
conceptual rigor, methodological transparency, comprehensiveness of governance aspects,
adaptability, data availability and reliability, citizen orientation, and the presence of a
regional component. Using a scoring approach and an aggregation procedure, the models
are ranked to identify those with the greatest methodological soundness and analytical
potential.
The results of the analysis indicate that none of the existing models provides a
comprehensive coverage of all significant dimensions of the institutional environment and public governance employed in international comparative practice. Among the most
balanced models across the set of criteria are the Worldwide Governance Indicators (WGI),
the Open Budget Index (OBI), the Civic Engagement Index (CEI), and the European Quality
of Government Index (EQI).
Based on these findings, a conceptual framework for a modular system for assessing the
quality of public governance is proposed, which предполагает использование
международных индексов в качестве взаимодополняющих аналитических блоков.
Such a framework is considered as a methodological foundation for the subsequent
development of adapted assessment tools, including those applicable to regional integration
associations, such as the Eurasian Economic Union (EAEU).
