These days, the UN Climate Change Conference (COP28) is taking place in Dubai, where the results of the Paris Agreement are summed up. The international treaty, concluded in 2015, aims to significantly reduce global greenhouse gas emissions and limit the rise in global temperatures this century to 2 degrees Celsius (and seek means to further limit this rise to 1.5 degrees). To date, 194 countries have joined the agreement, including the Russian Federation. So far the result is disappointing - the set goals have not been achieved. Why? The point is not only and not so much the reluctance of individual countries to fulfill their obligations to reduce emissions, but rather the vulnerability of the international climate regime established in Paris.
