The article discusses the basic principles and tools of technological cooperation and cluste- ring of the economy of the aerospace industry. The authors’ concept of management models is based on the principles of continuous education and the integration of the design and technological model of training into a system of specialists training in the aviation and rocket-and-space industry. The study hypothesizes that flexible management models, the involvement of technology partners and the formation of a knowledge management system in the aerospace industry will significantly increase the efficiency and sustainability of industry development. The work is based on the results of the research «Digital transformation of public administration: Theories, approaches, methods and technologies» of the Interna- tional Laboratory for Digital Transformation of Public Administration of the HSE University.
