The article talks about the discovery of the original charter of Peter the Great to the Amsterdam merchant Jan Thessing for the sale of his printed matter in Russia. It also describes the historical circumstances under which Thessing received it. This charter, which opened up new opportunities for publishing educational literature in Russian, became a landmark event at the initial stage of Peter the Great’s cultural reforms. The image of its original is published in the article for the first time, the text of the document is accompanied by short notes.
