Non-state actors supply basic social services to ordinary people even more extensively than states in many countries around the world. Non-state providers (NSPs) often have deep historical roots in their respective polities and, in some cases, predate the establishment of modern states by centuries. Although the role of non-state actors in social welfare provision is not new, their numbers, diversity, and importance have grown tremendously over the past several decades.
