Региональные различия социальной поддержки населения по оплате жилищно-коммунальных услуг в России
The article examines the specific features of implementing regional programs of targeted social support for housing and utility payments in Russia. The aim of the study is to identify differences among the regions of the Russian Federation in the key parameters of program operation, targeting, and household coverage by housing subsidies, as well as to assess the program’s performance in recent years. The methodological framework includes statistical and comparative analysis of open statistical data and regional regulatory acts governing the provision of subsidies. Special attention is paid to the functioning of the subsidy program in 2015-2024. The research results indicate significant variations in the accessibility and actual demand for the subsidy program across regions. Legal restrictions on the growth of citizens’ payments for utility services have led to a situation where the incomes of low-income groups have increased faster than the cost of utility services, which explains the low and declining demand for subsidies. The proposed conclusions can be used to adjust regional programs aimed at ensuring the affordability of housing and utility services for the population while maintaining a fair price level that supports the efficient operation of resource-supplying organizations.
