Distressed firms and loan guarantee programmes during the COVID-19 crisis

To mitigate the shocks caused by the pandemic-related restrictions, many governments implemented extensive support measures for companies facing sharp declines in revenues. In Russia, loan guarantee programmes allowed many firms to apply for loans during the pandemic. As a result, the number of small loans soared. Participation in the loan guarantee programmes helped firms in the industries hardest hit by the COVID-19 crisis better retain sales and employment levels. However, the positive effects documented for the average treated firm do not extend robustly to zombie and financially vulnerable firms.
