"Университеты-матрешки": среднее профессиональное образование в российских вузах. Современная аналитика образования № 8 (91)
The report provides a comprehensive analysis of the university segment within vocational education (VET) in Russia. The study draws on data from three monitoring surveys of educational organizations conducted in 2023: Monitoring of University Efficiency, Monitoring of Workforce Training Quality, and Monitoring of University Admissions Quality. Additionally, the research’s empirical foundation is enriched by data on practices facilitating the transition from SVE to higher education in each organization, gathered through content analysis of university websites.
The paper explores the role of universities within the structure of organizations delivering VET programs. It identifies five types of universities offering VET programs and outlines their key characteristics. A comparison
is made between university—affiliated colleges and independent colleges based on criteria such as admission quality, training quality, and resource provision. The conclusion includes case studies of universities with VET programs, showcasing best practices and successful examples of workforce training program implementation.
This material will appeal to those involved in developing and implementing policies in higher and secondary vocational education, youth employment, as well as a broader audience — including leaders and specialists from educational organizations and education researchers.
