Легитимность эпохи неопределённости
In the context of global instability, the stability of national systems is crucial. And it depends on how much the state power is able to get the population to recognize its right to govern. In other words, to ensure legitimacy. Historically, this has happened in different ways - by force, by class hierarchy, by dynastic tradition, and finally by elections with increasing mass participation. By the end of the twentieth century, a liberal democratic system with competitive elections had become the norm, displacing the Soviet-style alternative of "people's democracy" from the political arena. Dictatorships of varying degrees of rigidity, which did not surprise anyone in the last century, have become an obscene anachronism. It has become good form to introduce or at least imitate democratic institutions.
