Partnerships among different stakeholders in designing online programmes is one of the weakest domains in the field of online education. Attempts to define and describe the nature of stakeholder partnerships are fragmented across the literature. To address this gap, a systematic literature review was performed. Following the recommended procedures from the PRISMA statement, seventeen articles on partnerships in designing online programmes were chosen through a staged selection process. For each study, a reported partnership model and the stakeholders involved were considered. The analysis distinguished six approaches to building stakeholder partnerships: mentoring and guidance, equal collaboration, technical or formal support, emotional or psychological support with a focus on relationship building, multisectoral collaboration, and an iterative or flexible approach. A closer examination of the models allowed the formulation of key challenges in establishing successful partnerships: poor knowledge of the design process, lack of financial incentives, no adequate regulation of the design process, time constraints, increased workload, and psychological barriers.
