Taming the ‘Black Swan’: Who Will Win the Fight Against the CoronaCrisis
Countries with reserve currencies, sufficient fiscal capacity to implement soft fiscal policies, and access to global capital markets have the best chance of recovering from the coronavirus crisis. The rest may need external assistance. These are the conclusions drawn by Alexei Kireyev, leading IMF economist and visiting professor at HSE University’s School of World Economy.

Middle-Class Russians Reduce Spending When It Comes to Themselves but Not Their Children
Middle-class Russians are more likely to reduce spending on the development of their own human capital and prioritize investing in their children instead, particularly when it comes to their children’s education. This is evidenced by a study conducted by the Centre for Studies of Income and Living Standards of HSE University.

How Lockdown Has Changed Life for Russian Women
Researchers Yulia Chilipenok, Olga Gaponova, Nadezhda Gaponova and Lyubov Danilova of HSE – Nizhny Novgorod looked at how the lockdown has impacted Russian women during the COVID-19 pandemic. They studied the following questions: how women divided their time; how they worked from home; how they got on with their partners and children; and how they dropped old habits and started new ones in relation to nutrition, health, beauty, and self-development.

Contextualizing Academic Performance in Russian Schools: School Characteristics, the Composition of Student Body and Local Deprivation

This study focuses on how social contexts promote disparities in academic performance between Russian high schools. In particular, we investigate how a school’s average Unified State Examination (USE) scores in Russian and mathematics relate to the social composition of its student body, its material and human resources, and local deprivation. We develop a two-level hierarchical regression model to analyze data from school profiles collected in two Russian regions (Yaroslavskaya Oblast’ and Moskovskaya Oblast’) during the 2011-12 academic year. Both social characteristics of the student body and the school’s material and human resources were associated with academic performance. However, after controlling for the characteristics of pupils and schools, our study did not discover any significant independent effects of the local context. In conclusion, we discuss the implications of these findings with regard to developing contextualized measures of academic performance in Russia, the limitations of current research and suggest several possibilities for its empirical development.

This paper sets out to analyse the need for better “transparency tools” which inform university stakeholders about the quality of universities. First, it gives an overview of what is understood by the concept of transparency tools and those that are currently available. Authors then critique current transparency tools’ methodologies, looking in detail at the question of data sources, the risks involved in constructing league tables and the challenges in using composite indicators. Lastly, authors argue in favour of developing a new principle for transparency tools: that of multidimensional ranking.

Влияние «качества» вуза на заработную плату выпускников

The article is devoted to the impact of university quality on graduates’ wages. We defined the quality of the university according to an average applicant’s Unifi ed State Exam (USE) enrollment rate combining data from Russian Longitudinal Monitoring Survey (RLMS HSE) and HSE Monitoring of the quality of enrollment in Russian universities (2011–2013). Authors combined information on university, graduates’ wages, socio-demographic characteristics with data on USE enrollment rates. Using means of descriptive and regression analysis authors evaluated economic return to university quality measured by USE enrollment rate. We discovered that graduates of high-quality universities have stable wage premium comparing with ordinary university graduates after controlling on academic, socio-demographic and labor market factors. One additional point at university USE enrollment rate provides graduates’ with 1,9–2% wage premium. Earnings of graduates’ of most selective and quality universities are 31% higher than earnings of graduates of the low-quality universities.
