This paper reports the findings of an all-Russian cross-sectional representative survey (N=1600) that was carried out by HSE in 2011. It investigates money management in Russian families. Pooling is the most common money management style, however, the choice of budget management system does not fully account for financial control and power in the household. The regression results show that main determinants for choosing a budget management system are per capita household income, respondents’ gender, wives’ education, marital age, and the budget management system in the parental family. Moreover, the interaction between the parental budget management system and current practice of budgeting in the respondent's family varies between men and women. Among those respondents who repeat the budget management system in their parents family men are more likely to choose the male dominated system, while women are more likely to choose the female dominated system, or pooling system.

This paper examines fertility and family policies in 15 Central and East European (CEE) countries to establish firstly, whether cohort fertility is likely to further decline, stabilise or increase in the coming decade; and secondly, to provide an overview of family policies in CEE countries, and to assess their impact on the direction of cohort fertility trends. This study takes into account a variety of social, economic and political circumstances in the region. Demographic analysis suggests that cohort fertility in the majority of CEE countries is likely to decline at least among the 1970s birth cohorts. This is because births that were postponed by women born during the 1970s were not being replaced in sufficient numbers for cohort fertility to increase in the foreseeable future, and shares of low parity women (childless and one child) were considerably larger than shares of high parity women among the late 1960s birth cohorts than in older cohorts. This research conceptualises a new family policy typology for CEE countries consisting of the following types: Comprehensive family policy model; pro-natalist policies; temporary male bread-winner model; frequently modified family policies; family policies of low priority for governments; and lack of resources available for family policies. The paper concludes with two main findings: 1) Cohort fertility is likely to decline in the foreseeable future in almost all CEE countries, and 2) The majority of extant family policies in CEE countries suffer from a variety of shortcomings that impede them from generating optimal family welfare and from providing conditions for cohort fertility to increase.

This research focuses on estimating the signalling role of education on the Russian labour market. Two well-known screening hypotheses are initially considered. According to first of these, education is an ideal filter of persons with low productivity: education does not increase the productivity of a person, but it does give him the possibility to signal about his innate productivity via an educational certicate. The second of these hypotheses admits that productivity actually does increase during the period of study, but nevertheless the main objective of getting an education is to acquire a signal about one's productivity. Information theory suggests that employees use education signals during the hiring processes whereby employers screen potential employees. Employers and other categories of self-employed workers are usually not screened by the labour market via their educational attainments. Comparison of the returns to education of employees vs. self-employed workers could show the difference between the returns to signals and the returns to human capital. Yet another way to understand the signals is to consider the time dynamics of the returns to education for employees staying in the same firm. This helps us to answer the question about whether the signals are valuable only during the hiring process, or whether they remain valuable during the whole experience with the firm. This research is based on the Mincerian-type earnings functions, estimated on RLMS-HSE and NOBUS data. On the basis of the available information, we cannot say that the returns to signals and human capital differ significantly in Russia. Nevertheless we can say that, for the majority of men, the return to educational signals decreases with time spent in the same firm, while we observe the opposite for women.
