Анализ визуальной коммуникации уполномоченных по правам человека в регионах России
Despite the inclusion in the Constitution of Russian Federation human rights and democratic citizenship as the foundation of the post-Soviet welfare state principles, the visual manifestation in communications of national human rights protection institutions and their organizational culture remains inertial. Socio-normative system of regulation in society allows the violation of rights, which associated both with biological grounds (race, age, gender, health), and with characteristics of the social position (ethnicity, nationality, being a migrant, being in the penitentiary system, medical and other closed institutions, belonging to minorities and risk-groups). Specifically at the situation of the specialized anti-discrimination mechanisms absence, even though the creation in the state institutional design the national human rights protection offices and their activities for legal education of the population. Both, in social and theoretical aspects, an important role play communicative visually-symbolic practices of these agents in regions, defining the role of regional Commissioners for human rights in the socio-cultural context of Russian society.
