The paper provides an empirical analysis of the impact of disability status on employment and hours worked in Russia. We use data from the Russian Longitudinal Monitoring Survey for 2004–2014 and apply propensity score matching. Our results show that disability status has a significant effect on labor supply of the disabled even if health problems are thoroughly controlled for. Disability status is associated with stable and significant negative effect on employment. At the same time, we do not find a consistent impact of disability status on hours worked.
The article presents the experience of constructing of the social problems by students and teacher within the sociological course. Last years the course “Sociology of Social Problems” includes optional actionist part with a claims-making concerning some situations. The article describes actions made by the participants of the course with the aim to include in the city agenda such problems as the destroying of one of the famous historical buildings in Kazan (Karl Fuchs House), the inaccessibility of urban space for disabled people and the imposing of the music and ads on the pedestrians. The influence of such constructionist projects and their alleged significance for the students are discussed. In conclusion some questions concerning the transition from traditional teaching of sociology towards the teaching connected with the sociological intervention are formulated.
Randomized controlled trials (RCTs) are considered gold standard in generating judicious evidence to support treatment decisions. Ideal-typical trials are called explanatory trials to distinguish it from trials completed under real-world conditions. The four most prevalent types of bias (selection-, performance-, attrition-, and detection-bias) can be avoided and internal validity of a study can be increased if all requested quality criteria will be met. The external validity can be neither investigated not can it be confirmed by randomized trials. But the confirmation of external validity is as important as the confirmation of internal validity because knowledge that has been generated in RCTs will be valuable only if it can be successfully applied to patients under real-world conditions. For confirmation of external validity the mentioned four types of bias have to be avoided. In addition, it has to be confirmed that the individuals from whom the evidence was derived are comparable to the individuals to whom the evidence should be applied. Violation of this simple appearing requirement is called 'sampling bias'. A two-step procedure seems to be useful to confirm internal as well as external evidence. As first step the efficacy of a therapeutic principle may be confirmed under ideal study conditions by using an explanatory trial without demanding the confirmation of external validity. In a second step the benefit for the investigated group of patients is examined under real-world conditions (pragmatic trial). The design and established methods for evaluation of these studies are discussed. The two-step approach offers three advantages: it reduces the risk to over-interpret the results of RCTs as explanatory trials can only demonstrate efficacy under ideal conditions. The benefit which is requested by our authorities can be demonstrated only by pragmatic trials which consider the external validity. Progress may possibly achieved only if controlled pragmatic trials will be used which can compare the influence of the intended (specific treatment effect) intervention with not-intended (confounder) interventions. Examples for these methods are the propensity score matching or structural equation models.
This paper models household demand for childcare and mothers' labour force participation in Romania. The model estimates the effects of the price of childcare, mothers' wages, and household characteristics on household behaviour with respect to childcare and maternal employment. We find that both the maternal decision to become employed and the decision to use out-of-home care are sensitive to the price of childcare. A decrease in the price of care can increase the number of working mothers and thus can reduce poverty in some households. We also find that the potential market wage of the mother has a significant positive effect on the decision to purchase market care and on the decision to engage in paid employment. The level of household non-wage income has little effect on maternal employment and on the demand for childcare.
The availability and cost of child care play an important role in the decisions that households make about allocating labor and choosing between informal home care and ECD.A mother’s decision to join the labor force is based on her expected earnings compared with the costs of available day care. Insufficient child care options could be a barrier for women with children to join the labor force (for example, Kimmel 1998). The custodial role of ECD centers frees female household members for other activities and allows mothers to enter the labor market. The additional income newly employed mothers bring home can be significant and may lift some households out of poverty. In the longer term, the increased work experience may also lead to increased job skills and higher earnings for household members. Better employment options, in turn, may decrease the reliance of low-income families on government subsidies and increase their self-sufficiency.Research in developing countries also indicates that females other than the mother, especially young daughters, provide free child care, releasing mothers for paid work (for example, Deutsch 1998). For example, Psacharopoulos and Arriagada (1989) find that in Brazilian households, the presence of younger siblings has a negative effect on school attendance of older children. In El Salvador, girls missed more school than boys because they stayed home to help with chores (Bittencourt and DiCicco 1979). Deolalikar (1998) finds significant differences in girls’ (but not boys’) school enrollment in householdswith children under 3 in Kenya. He reports a particularly strong effect for girls attending secondary school. The presence of a child 3 or younger reduces the probability that a girl aged 14–17 would be enrolled in secondary school by 41 percent, conditional on other determinants of enrollment. The corresponding effect for boys is only 5 percent. These studies indicate that when child care centers are unavailable or too costly, older siblings are more likely to provide child care.
This paper is the first to analyze the costs of job loss in Russia, using unique new data from the Russian Longitudinal Monitoring Survey over the years 2003–2008, including a special supplement on displacement that was initiated by us. We employ fixed effects regression models and propensity score matching techniques in order to establish the causal effect of displacement for displaced individuals. The paper is innovative insofar as we investigate fringe and in-kind benefits and the propensity to have an informal employment relationship as well as a permanent contract as relevant labor market outcomes upon displacement. We also analyze monthly earnings, hourly wages, employment and hours worked, which are traditionally investigated in the literature. Compared to the control group of non-displaced workers (i.e. stayers and quitters), displaced individuals face a significant income loss following displacement, which is mainly due to the reduction in employment and hours worked. This effect is robust to the definition of displacement. The losses seem to be more pronounced and are especially large for older workers with labor market experience and human capital acquired in Soviet times and for workers with primary and secondary education. Workers displaced from state firms experience particularly large relative losses in the short run, while such losses for workers laid off from private firms are more persistent. Turning to the additional non-conventional labor market outcomes, there is a loss in terms of the number of fringe and in-kind benefits for reemployed individuals but not in terms of their value. There is also some evidence of an increased probability of working in informal jobs if displaced. These results point towards the importance of both firm-specific human capital and of obsolete skills obtained under the centrally planned economy as well as to a wider occurrence of job insecurity among displaced workers.
The paper examines the structure, governance, and balance sheets of state-controlled banks in Russia, which accounted for over 55 percent of the total assets in the country's banking system in early 2012. The author offers a credible estimate of the size of the country's state banking sector by including banks that are indirectly owned by public organizations. Contrary to some predictions based on the theoretical literature on economic transition, he explains the relatively high profitability and efficiency of Russian state-controlled banks by pointing to their competitive position in such functions as acquisition and disposal of assets on behalf of the government. Also suggested in the paper is a different way of looking at market concentration in Russia (by consolidating the market shares of core state-controlled banks), which produces a picture of a more concentrated market than officially reported. Lastly, one of the author's interesting conclusions is that China provides a better benchmark than the formerly centrally planned economies of Central and Eastern Europe by which to assess the viability of state ownership of banks in Russia and to evaluate the country's banking sector.
The results of cross-cultural research of implicit theories of innovativeness among students and teachers, representatives of three ethnocultural groups: Russians, the people of the North Caucasus (Chechens and Ingushs) and Tuvinians (N=804) are presented. Intergroup differences in implicit theories of innovativeness are revealed: the ‘individual’ theories of innovativeness prevail among Russians and among the students, the ‘social’ theories of innovativeness are more expressed among respondents from the North Caucasus, Tuva and among the teachers. Using the structural equations modeling the universal model of values impact on implicit theories of innovativeness and attitudes towards innovations is constructed. Values of the Openness to changes and individual theories of innovativeness promote the positive relation to innovations. Results of research have shown that implicit theories of innovativeness differ in different cultures, and values make different impact on the attitudes towards innovations and innovative experience in different cultures.
The paper examines the principles for the supervision of financial conglomerates proposed by BCBS in the consultative document published in December 2011. Moreover, the article proposes a number of suggestions worked out by the authors within the HSE research team.
