Частный детский сад в России: обыденные практики и перспективы развития
The review of the current situation in the sphere of preschool education in Russia is taken in the article. The weak aspects of municipal preschools are analyzed, and prospects of further development of the nongovernmental sector are defined. Based on 30 in-depth interviews with leaders of different nongovernmental child centers in three Russian cities, the practices of center functioning described, main berries of further development systematized and demanded mechanisms of governmental support constructed. As a result the recommendations on lawmaking are suggested.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
As NGOs are emerging into prominent actors in international politics, the issue of measuring their political capability and efficiency draws particular interest. The paper offers a critical overview of core theoretical approaches to evaluating NGOs as politically accountable actors of global civil society.
Many mid-income countries face a significant and challenging problem of low educational achievement. This research looks at a Full-Time Primary Schools Programme implemented in Mexico, to work out if extending the time pupils spend at school can enhance skills in language and mathematics. The results of matching plus difference-in-differences point to a positive impact on schools value-added. The effects are concentrated among poorer schools, with gains after policy adoption of 0.11 standard deviations (SD) in both subjects. However, quantile regressions show that the lowest-performance schools are not benefiting from longer school days, posing questions on programme effectiveness to improve the achievement of those who are more in need. Analysis of causal channels suggests that gains reported by the programme do not come from changes in the composition of teachers and pupils in treated schools, and that richer schools are more prone to devote the extra-time of instruction to non-core subjects, notably sports and arts.
This paper based on extensive survey analyzes relationships between Russian companies and the state in 2006–2010. As well as company characteristics, regional differences are also taken into account. Special focus is made on changes in relations due to world crisis and differences in relations with the state between industrial companies and enterprises from service sector. Regression analysis shows that in 2009–2010 relationship was built on “model of exchange” principle and the system was quite inert: even changes in GRP and investments’ level induced by crisis do not influence the probability of receiving government support. However, it was established that when allocating support the authorities take unemployment changes into consideration, which means that social factors matter.
The research is aimed to elaboration of the tools to measure the parental evaluation of the municipal preschool service, as a part of complex evaluation of preschool sector of education. The research needs are related to increasing number of types of preschool service providers, appearing nongovernmental providers, competition growing, including municipal sector. On the qualitative part, the individual interviews with parents (N=30) are conducting, the gathered data will be analyzed: coded, classified, and conceptualized to identify scope of parent’s evaluation criteria and parent’s meanings of that criteria.

We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
