The 12th Siberian conference SIBCON-2016, the oldest conference of IEEE in Siberia, aims to offer opportunities to learn and to share information on the latest advances in communications, electron devices, and control systems.
The paper describes basic methods of data compression without loss and analyzes their advantages and disadvantages. There is a hardware implementation on FPGA of compression algorithm for stream processing of information. This algorithm can be used in applications related to telecommunications networks of distributed control systems.
Qucs (Quite Universal Circuit Simulator) is cross-platform EDA CAD circuit simulation system. Current release is Qucs-0.0.18. Qucs is free and open-source and licensed by GPLv2+. It allows to simulate different circuits from RF to beyond. It has also open XML-based document format. All these factors make Qucs ideal candidate fro academic usage. Qucs usage aspects in electronic engineering education are considered. Active filters are widely used in communication hardware design. New Qucs-0.0.19 release will include a new active filter design tool. The details of implementation of this tool and used filter design algorithms are considered.
The review highlights the parameters of multilayer diamond detector for monitoring space radiation based on CVD diamond technique. The paper specifies the results of measuring charge output spectrum of single and double layer diamond detectors. Diamond detector serves to on-board radiation monitoring systems of spacecraft having lifetime increase in up to 20?25 years. The use of a diamond detector multi-layer structure makes it possible to enhance the amplitude of charge output spectrum, to expand the detector dynamic range, as well as to improve the accuracy and information content of radiation monitoring systems.

In this paper the assessment of the reliability of radiofrequency cords was carried out. The analysis of mathematical models of the failure rate assessment of components of the radiofrequency cords was submitted and the optimal model, combining incoming components, was deduced. It was concluded that during the calculation of the reliability of the radiofrequency cords, their models must take into account the maximum number of influencing factors in order to produce adequate results.
For projects of digital systems, defined by the circuit diagram of blocks connection and software, it is proposed to use a mathematical model in the terms of the set theory and the theory of stationary dynamic systems. Due to the fact that the supply of input signals to the digital system in some cases depends on the output ready signals, the concept of input and output interactions is introduced. These interactions are sequences of events each of which is the change of the input and output variables from one value to another at a particular time. The aim of a digital system project debugging is formulated in terms of a comparison of the family of stationary dynamic systems describing the desired external behavior of a digital system and a family of systems defined by the structure of the digital system design.

People receive about 90% of the information through vision. Both professional work and work on computers at home result in increased visual load. All these aspects lead to significant visual fatigue which is accompanied by various abnormalities, e.g., computer vision syndrome (CVS). This research is aimed at studying the dynamics of fatigue, monitoring of condition and detection of early stages of visual fatigue. Various methods that allow quick assessment of user's visual system efficiency are in most demand. The techniques that are able to provide an express-assessment of the visual system state and give some recommendations for correction of visually-intense work mode are particularly popular.
This paper addresses the issue of designing control systems for parallel computing structures. Designing methodology described grounds on Petri nets to model computing systems of different dimensionality. Then a description of the Petri nets models (PN-models) vertex projection procedure, which allows constructing new models with differing structural and dynamical properties, is presented. Afterwards the existence of scale system that enables us to compare different PN-models quantitatively is demonstrated. And a comparison criteria for structural and dynamical properties of PN-models is proposed.
This paper proposes an approach to k-bounded Petri nets behavioral equivalence checking using the model checking method and mainstream verifier nuSMV. For the comparison of behavior of two nets, an add-in net is introduced which performs a supervisory control of these two nets. The approach uses an implicit word-to-word comparison of labeled Petri net languages with invisible transitions when computing CTL temporal logic formulas. The technique of Petri nets equivalence checking in SMV is briefly discussed followed by a simple case study.
In this paper, a new constructing method of integrated vibration models with concentrated parameters of the radio-electronic devices designs, built in blocks, with vibration models with distributed parameters for printed circuit assemblies entering in blocks is offered. The measuring system for the identification of parameters of the integrated vibration models is proposed. The evaluation of reliability of radio-electronic devices is based on providing mechanical loads margins of electronic components.
The paper describes the features of an automated system for measurement and processing of electrical characteristics of BJTs and MOS transistors in the presence of thermal and radiation effects. Automation is made possible with employing of long measurement cables and a ramified scripting system. The system is based on a set of measuring instruments, methods of measurements and processing of results for transistors of various types. Shown are the examples of the system usage for studying BJTs and MOSFETs, determining the SPICE-model parameters.
Three methods of operational amplifier (Op amp) slew rate verification are considered. These methods are illustrated through the example of SPICE macro models of Op amp LMH6642 by Texas Instruments and OP37 by Analog Devices.
The Rayleigh scattering of a light beam on spherical heterogeneities uniformly distributed in a thin ring layer to waveguide TE-modes of a polymer optical fiber has been considered. We suppose the beam is propagated in a cross-section plane of the fiber with parabolic profile of a core refractive index. A simple analytical description of waveguide mode intensity which allows extracting contributions of three different physical mechanisms has been obtained. Numerical calculations and analysis of intensity dependence on an light beam offset relative to fiber axis in the core by various radii of scattering heterogeneity ring for multimode polymer fiber parameters which are typical for optical wavelength 632 nm have been performed.

The meeting continues traditions of international conference SIBCON since 1995.
Communication and control systems will be a major player in the global word market. The technical challenges and opportunities in communications and control are progressing at an unprecedented pace. The merging of technical research and business applications is increasingly important as traditional circuit and data services are intertwined with the Internet. Extending communication technologies to wideband services stimulates the development of new types of circuits and systems oriented toward the realization of low-cost, low-voltage, and portable devices. These reasons have determined the choice of the conference topics.
The Technical Committee has carefully considered submissions to design a comprehensive program of technical papers that spans most of the key areas. We have been able to put together a very interesting technical program with assistance of an excellent Technical Program Committee. Among the topics receiving the largest numbers of papers for Conference were signal processing, computer measurement technologies, and various control systems. As is evident from just those categories alone, the technical program will almost assuredly provide some topics of interest for all attendees. In the opinion of the Organizing Committee, session topics include the main part of perspective questions and problems, for example, sensors for Internet of things.
When we planned the SIBCON conference, we envisioned a meeting that engineers and scientists would gather and openly discuss all aspects of control and communications. Thus, it would be more inclusive than the traditional event in material physics, microwave and wireless circuits and systems, electron devices. Instead, aspects from each of these different, individual symposia would be brought together under one symposium to unify a single community of engineers interested in developing the next generation technique. Furthermore, we wanted to include the contributions from engineers throughout the world since progress is always accelerated when everyone's ideas are heard. We believe this tradition conference succeeded to meet both of these goals.
A record number of 590 papers were submitted, and 228 papers accepted for 12 sessions. Because the Conference is limited to three days, it was necessary to reject almost twice as many papers contributed. The Conference program is a result of the rigorous selection procedure: the acceptance ratio was 38.5 %. Papers both of academia and industry were accepted. The unique industry program prepared by National Instruments R&D is intended to have attendees share an industry trends. So, the motto of our Conference is "Renaissance of academy and industry during dark day season". The conference program is completed with a post-conference day including several sessions and social program.
No event can be successful without the support and encouragement of sponsors. So, thanks go to HSE, NI, and Russia Siberia Section. This inaugural collaboration between the Tomsk IEEE Chapter and sponsors promises to be a milestone event promoting the interaction of our researchers with leading companies.
We also encourage you to take advantage of the wonderful opportunity to meet and exchange ideas with colleagues. We think that's the spirit of good technical conferences to share as by-products. Once we are here in the hope of meeting old acquaintances to know what they are doing, and above all, of making new friends with similar technical expertise and interests.
This year the Conference has new venue – Moscow. We are proud that SIBCON traditionally held in Siberia has whirlwind to capital of Russia. Moscow is a beautiful city with many historic spots and various natural view scopes. A lot of tourists from abroad visited Moscow this year. We certainly hope that you will enjoy our environment.

The paper offers methodology for estimation of durability indices of the modern integrated circuit communication network, which has reports about the conducted tests on non-failure operations and conservability, but has no data for the durability. The paper describes two approaches, which apply for generation of basic data and which allow to receive reliable result, typical for the certain operating conditions.
