In the article the analysis of the initial stages of control activity. The author comes to
the conclusion that initiate of the control action, along with the planning of control activities, are inde-
pendent stage of control activity, and not part of the organizational and preparatory stage. The author
comes to the conclusion that in the initiate of control measures solved a wide range of tasks: organiza-
tional support activities, the formation of the personal composition of the inspection, setting goals, and
within this stage the state policy in the sphere of social life is communicated to performers by supervisors
The author also rejects that the review team is a temporary state administrative authority with its purpos-
es, objectives and structure.
