Трудовая миграция пилотов гражданской авиации в аспекте государственной политики в области воздушного транспорта
The sanctions restrictions of 2022–2023 have set the government the task of large-scale import substitution of the civilian air fleet. However, its solution makes no sense without preserving the flight crew of domestic airlines, the staffing situation of which is complicated by a chronic shortage of pilots, including due to their international labor migration. The paper attempts to assess the reasons for such behavior. The empirical basis is the author’s survey conducted among pilots of 15 major Russian airlines in 2023. A set of econometric models is built to interpret the results. The substantive analysis of the calculations in comparison with the goals of the documents of the sectoral strategic planning allowed to form a set of recommendations addressed to both public administration authorities and airlines for the development of tools and practices that contribute to the reduction of migration attitudes of pilots and increase the labor attractiveness of Russian airlines
