Стимулирование утилизации промышленных отходов в России: как может помочь зарубежный опыт

Increasing the volume of industrial waste disposal is one of the main strategic tasks of the Russian Federation. The paper identifies the existing regulatory, technological and economic barriers for increasing the utilization volumes in the country. The paper scrutinizes international practices of overcoming such barriers. The authors conclude that among the top-priority steps for removing regulatory restrictions in Russia it is necessary to legislate the procedure for converting technogenic raw materials into products, to introduce into legislation the definitions of “secondary material resource”, “by-product”, “inert waste” and measures to regulate these categories of waste. To overcome technological barriers, it will be necessary to develop documents of standardization, namely GOST R for the category of secondary material resources.
