The book is the result of collective interregional project, supported by grant of Russiam Foundation of Fundamental Researches. The objective of this project is fully reflected in the title of this book. This project was created in process of development of Regional branches of Russian association of Political Science collaboration - all four authors live and works in four subjects of Russian Federation: R.V. Evstifeev (Head of project) - in Vladimirskay oblast', I.I. Bryantcev - in Sratanovskaya oblast', N.N. Kozlova - in Tverskaya oblast' and A.Yu. Sungurov - ib St. Petersburg.
