Global challenges, economic security risks, sociodemographic and environmental processes, and accelerating technological development are creating a fundamentally new context for Public Administration that demands knowledge-based decision-making. The growing interest in proactive and predictive governance has led to the active use of science and technology foresight. However, the governance of scientific and technological development still faces a challenging “gap” between such research and the application of its results, known as the “strategic foresight impact gap”.
The relevance of this topic stems from the need to institutionalise science and technology (S&T) foresight in governance in order to bridge this gap. This study aims to develop an approach for analysing the institutionalisation of S&T foresight in the networked governance of science and technology policy and to identify the causes of the gap. This approach is based on a set of parameters related to four dimensions of institutionalisation: organisational, regulatory, normative and cognitivecultural. A comparative case study, conducted on the integration of S&T foresight into governance of science and technology development in the Republic of Korea and Japan, revealed the characteristics of an optimal model for the institutionalising S&T foresight, as well as the causes of the gap between long-term forecasting results and their application.
