Опыт инициативного бюджетирования в Санкт-Петербурге и возможности цифровизации
The article presents the results of a study of the experience of developing participatory budgeting in St. Petersburg and the subsequent attempt to use this mechanism not only for local problems solution, but also for digitalization development. Data were collected by interviewing participants (including organizers) of the projects “Your Budget” and “Your Budget 2.0” and conducting a focus group. The recordings of the interviews and the focus group were transcribed and studied with the use of the thematic analysis method. Official websites and social media groups were also used to obtain data about these projects. In general, it can be concluded that the practices of participatory budgeting implemented in St. Petersburg in the form of the projects “Your Budget” and then “Your Budget-2” were one of the few real practices of citizen participation in the preparation and adoption of political and managerial decisions; however, the external (features of interdepartmental interaction, the presence of a legal framework) and internal (lack of clear rules) problems identified in the research reduce their effectiveness.
