Frontier authorities of the Russian Empire in their relations with Central Asian khanates paid a lot of attention to problem of improvement of women’s rights, their broadening as well as to protection of interests of women with Russian citizenship who lived in Central Asian states. The policy of “emancipation” had a goal not to improve women’s status, in fact, but to demonstrate priority of Russian imperial legislation over customary and Islamic law of Central Asiatic peoples and states, weaken patriarchal relations among population of Bukharan Emirate and Khivan Khanates to establish conditions for further reforms in political, legal and economical fields.
