Разграничение полномочий элементов единой системы публичной власти в рамках достижения национальной цели по преодолению неравенства

As part of this work, an attempt has been made to determine the areas of authority of the subjects of the unifi ed system of public authority within the framework of the implementation of the national goal to overcome inequality, expressed as a target for reducing the Gini coeffi cient in accordance with Decree of the President of the Russian Federation dated May 7, 2024 No. 309 «On the National Development Goals of the Russian Federation for the period up to 2030 and for the future up to in 2036» Based on the mathematical parameters of the Gini coeffi cient, as well as the «classical» factors of inequalities formulated in the scientifi c literature the powers of the subjects of the unifi ed system of public authority are grouped into blocks of directions refl ecting the vector of state infl uence on overcoming inequality. The key conclusion of this work is the need to use a wide range of powers at all levels of the unifi ed system of public authority. At the same time, the mechanisms of tax and budget policy in the current confi guration of the budget system of the Russian Federation can produce rather short- and medium-term effects, while the impact on human and social capital and other factors of inequality can be laid as the basis for long-term work to overcome inequality. The practical signifi cance of the work lies in the developed list of powers of public authorities at all levels, which can form the basis for performance indicators of senior offi cials of the subjects of the Russian Federation and local governments in the framework of the formation of program and project documents to achieve natio nal goals set by the President of the Russian Federation.
