The article contains the results of NIFI's research on analyzing the current legislative and regulatory legal acts that establish the procedure for granting legal entities access to budget funds through the procurement of goods, works and services to meet state and municipal needs, as well as the execution of social orders for the provision of public services to individuals. In connection with the introduction of amendments to the Budget Code of the Russian Federation at the end of 2022, devoted to the procedure for selecting recipients of subsidies, the article considers the mechanisms of decision-making on granting access to budget funds, the criteria used and important aspects of the selection of suppliers of goods, works and services, in accordance with the provisions of Federal Law No. 44-FZ of April 5, 2013 on the Contractual System in the Area of Procurement of Goods, Works and Services for Meeting State and Municipal Needs, as well as Federal Law No. 189-FZ of December 29, 2004 on Enactment of the Russian Federation Housing Code.
