Реализация генерального плана АСЕАН по развитию цифрового сотрудничества 2025: вклад стратегического партнерства АСЕАН – Республика Корея

The article analyses the Strategic Partnership between the Association of Southeast Asian Nations (ASEAN) and the Republic of Korea from the perspective of implementing ASEAN Digital Masterplan 2025. The author assesses the contribution of the Republic of Korea in implementing major directions of digital transformation of Southeast Asia, with a focus on infrastructure, digital inclusivity, education, digital public services, cybersecurity, and data transfers. The research is premised on an institutional and comparative analysis of programs supported by South Korean government agencies, companies and think tanks. Achievements and prospects for further deepening of ASEAN-ROK Strategic Partnership in the digital area are assessed, its major shortcomings are revealed. The author argues that a comprehensive approach of the Republic of Korea towards the association, including technological assistance, personnel training and fostering institutions of cooperation, makes it a key external actor shapes ASEAN’s digital agenda and the digital transformation of Southeast Asia. The article contributes to conceptualization of relations between ASEAN and its external partners, as well as to specifying the term Strategic Partnership as a popular track of ASEAN’s policy.
