The paper covers comparative analysis of the motives and approaches towards promoting aid policy in Africa by the PRC and France during COVID-19. France is a traditional donor and historically influential player in Africa. China is considered a relatively new actor in the region, which influence is constantly growing. This creates research interest towards comparing the approaches and motivations of the aid policies of China and France in Africa. The research points out general tendencies Chinese and French aid policies on the basis of historical, cultural, political and ideological criteria. The paper also focuses on the concrete aid policy directions during the pandemic. The results of the study demonstrate that Africa is the highest priority region for both China and France in the overall aid policy structure and focus on development issues. France uses the historical ties and development goals (such as combating global inequality) as an advantage for its positioning in the region whereas China talks about the community of interests of “developing countries” in “South-South” cooperation. In addition, China includes concessional loans into aid policy and also promotes its foreign policy concepts (community of common destiny). At the same time, both countries are interested in the economic benefits of aid (in particular, in access to natural resources).Conceptual differences in the basic approaches of the PRC and France in understanding aid policy lead to significant practical differences in the structure of aid and the formats for its implementation by the two states.
