With a view to ensuring a follow up of the implementation of the Recommendation, the International Labour Office was instructed to assist constituents in developing national policies and setting up monitoring and implementing mechanisms, as well as to promote good practices at the national and international levels concerning the determination and use of employment relationships. In response to that decision, the International Labour Office, developed in 2007 an Annotated Guide to Recommendation No. 198 using the technical expertise of a group of experts from around the world which presented examples in law and practice on how the various aspects of the Recommendation were being dealt with in many countries in different regions. Over the recent years, there have been increasing developments at the European level regarding the employment relationship in legislation, case law, collective agreements and soft law. In this context, the ILO, and in particular the then Industrial and Employment Relations Department (DIALOGUE) undertook a strategic partnership with the European Labour Law Network (ELLN), a network of independent legal experts from all European Union Member States and European Economic Area countries, in order to produce an updated version of the 2007 annotated Guide with a specific focus on European countries. The European Labour Law Network was established in 2005 on initiative of Professors Guus Heerma van Voss (University of Leiden) and Bernd Waas (University of Frankfurt am Main), the latter being the editor of this Guide. The European Labour Law Network is comprised of non-governmental legal experts from all European Member States and the EEA countries. In December 2007, the European Labour Law Network signed a contract with the Directorate-General for Employment, Social Affairs and Inclusion of the European Commission in Brussels (formerly the Directorate-General for Employment, Social Affairs and Equal Opportunities) and, under the name ‘European Network of Legal Experts in the Field of Labour Law, dealing with both individual and collective rights/aspects’, became the European Commission’s official advisory board on issues relating to developments in individual and collective labour law. In this capacity, the Network has been conducting extensive research for the European Commission. Among other things, it produced a Thematic Report on the “Characteristics of the Employment Relationship” in 2009. This guide builds upon up-dated information analysed in that research project. In summer 2013 International Labour Office approached Russian labour law scholars, - associate professors Elena Gerasimova (NRU HSE), Nikita Lyutov (MSAL, NRU HSE) and Daria Chernyaeva (NRU HSE), – with a suggestion to prepare a Russian translation of the Gude and to amend it with materials concerning the CIS countries.
The paper presents the results of the study of subjective qualities as a basis for effective development of schoolchildren's abilities in the learning process. The author proposes an approach to the interpretation of the concepts of a subject and subjectivity, outlines approaches to the development of particular models of subjectivity, determining the effectiveness of various activities. The paper presents the model of subjectivity, which is manifested in the development of students' abilities, as well as the results of its empirical testing. The given workmay be of interest both in theoretical and applied aspects. The results of the study are of high relevance to the educational systems aimed at maximum effective development of students, selection and further workwith gifted children.
The author describes the principal stages in the development of research in profession prestige since the emergence of the field in 1925 and up to the recent publications of 2006. The key phenomenon uncovered in the course of the research is that the relative rating of prestigious professions remains almost independent of research technique, surveyed group, time or place. More precise recent studies showed that profession prestige does exhibit small dynamics, but nevertheless remains fairly stable. However, studies of this type are practically non-existent in Russia. The author offers a very general picture of the concept of profession prestige as it emerged in Western sociology after hundreds of studies. The conclusion of the article is that research on profession prestige is highly desirable in Russia. It is of use both for practical purposes (for education and professional orientation, or as an objective stratification parameter, for all social sciences) and as an independent topic of study.
This article discusses the legend of Saint Alexius from the perspective of the “discovery of the individual,” an issue that for many decades has been intensively debated by historians of European culture.
This paper examines the connection between people's notions of economical situation and their economic behavior. This issue is considered on the example of forming up the notions of unemployment and their influence on workers adaptation in the labor market. Using the data of RMEE for 1994-2000 years the authors show that at the beginning of this period the fear of unemployment was forming up exogenously in relation to the real situation in the labor market. Along with actual unemployment it was a meaningful factor of lowering pressure on real wages. The main conclusions of the paper are confirmed by econometric calculations using both MNK-estimations for cross-sectional data for particular years and estimations of panel regressions with individual effects.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
