Mobilising the Periphery: Brazil’s My House My Life Programme and the Homeless Workers’ Movement
Brazil's Movimento de Trabalhadores Sem Teto (MTST, Homeless Workers' Movement) has grown dramatically in recent years. This growth was partly provided for by the use of a large government housing programme, Minha Casa Minha Vida (MCMV, My House My Life), which allowed the MTST to construct housing for its members and swell its ranks with thousands of new members. Yet some have argued that the MCMV programme used by the MTST may compromise the autonomy of civil society organisations. This article, by contrast, argues that while the MCMV programme encouraged bureaucratic practices, it also helped to promote the cultural politics of the MTST.
This paper is concerned with patterns of mobilization of the radical left-libertarian movement (RLLM) groups in contemporary Russia and how these patterns correspond to general features of the country’s political sphere. On a theoretical level, the concept of political opportunity structures (POS) will be engaged and critically discussed in order to understand the relationship between the state’s approach to non-institutionalized, contentious politics and the contents and forms of protest action by RLLM groups. Empirically, the chapter analyses data on protest events in order to produce insights into mobilization patterns of radical left-libertarian actors in contemporary Russia.
The purpose of this article is to analyze the features of a modern social movement from the perspective of social capital as a combination of knowledge, skills and social practices, existing and reproduced in social networks. First we will discuss the social and historical context of societies in the era of late socialism when the groups of people interested in folklore and traditional folk culture began to appear. We will also discuss some features of the folklore lovers’ community as well as its features as a social movement aimed at the study, rebirth and spread of ethnomusical traditions. Further, we will discuss the way cultural memory, being formed in the process of collective actions of the movement members, becomes a resource of their group identity and the basis for accumulated social capital. The study is based on an analysis of four in-depth face-to-face interviews held in 2010 and eight interviews held online in 2011 with representatives of several generations of folklore movement members, as well as on long-term participant observation.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.

This volume intends to fill the gap in the range of publications about the post-transition social housing policy developments in Central and Eastern Europe by delivering critical evaluations about the past two decades of developments in selected countries’ social housing sectors, and showing what conditions have decisively impacted these processes.
Contributors depict the different paths the countries have taken by reviewing the policy changes, the conditions institutions work within, and the solutions that were selected to answer the housing needs of vulnerable households. They discuss whether the differences among the countries have emerged due to the time lag caused by belated reforms in selected countries, or whether any of the disparities can be attributed to differences inherited from Soviet times. Since some of the countries have recently become member states of the European Union, the volume also explores whether there were any convergence trends in the policy approaches to social housing that can be attributed to the general changes brought about by the EU accession.
This article is talking about state management and cultural policy, their nature and content in term of the new tendency - development of postindustrial society. It mentioned here, that at the moment cultural policy is the base of regional political activity and that regions can get strong competitive advantage if they are able to implement cultural policy successfully. All these trends can produce elements of new economic development.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
