Подходы к выявлению и поддержке талантливых обучающихся в зарубежных странах
Currently Russian governmental bodies effort to form a unified state policy aimed at identifying and support gifted students. In this regard, study the experience of foreign countries to work with gifted children becomes extremely important. In most countries there is not no consensus emerged on the need to support talented students. Some countries consider this policy as priority, others see a threat to the principle of equal access to education and consider the identification of gifted children as discrimination in relation to other students. This article presents an analysis of measures to identify and support gifted children in the USA, the UK, Ireland, Germany, Austria, Finland, Norway, Hungary and Poland.
The paper presents the results of the phenomenological study of the dependence in close interpersonal relationship between a man and a woman. Phenomenological analysis of interviews of respondents experiencing their close interpersonal relationships as dependent, conducted by the technique of A. Giorgi, allowed to propose a structural model of this phenomenon, highlighting the invariant and variable components of dependence in a relationship. A special attention to the vicious circle “closeness – estrangement” specific to dependent relationships is given in the paper. It is shown that differentiation of interpersonal dependence is based on the type of the deficiency that is characterized by the specific need of compensation by the partner from whom one depends. This deficiency corresponds to the content of the fundamental existential motivations, allocated by A. Laengle: lack in support, lack of experience of life, lack in self-acceptance and self-esteem. Frustration of fundamental existential motivation for the meaning was present in all cases of dependence.

This Chapter describes the history of social security legislation development abroad and presents both classical and modern models of social security in foreign countries.
The article examines trends in fundraising of small industrial enterprises in Russia. There is an analysis of existing financial instruments of state support of small industrial companies, advantages and disadvantages. Despite the fact that an active government policy the past few years has greatly improved the ability of small industrial companies to attract the necessary funding, an imbalance in the amount of financial support at various stages of company development was revealed.
Abstract. Research and development (R&D) involves not only researchers but also many other specialists from different areas. All of them solve a variety of tasks that require comprehensive information and analytical support. This chapter discusses the major tasks arising in R&D: study of the state of the art in a given research area, prospects assessment of research fields and forecasting their development, quality assessment of scientific publications including plagiarism detection, and automated examination of proposed R&D projects. A number of informational and analytical systems have been developed to address these tasks. The main goal of this chapter is to give a review of R&D support functions of well-known and widely-used search and analytical systems and discuss information retrieval methods behind these functions. The article is devoted to a particular form of freedom of assembly — the right to counter-demonstrate. The author underlines the value of this right as an element of democratic society, but also acknowledges the risk of violent actions among participants of opposing demonstrations. Due to this risk, the government may adopt adequate measures restricting the right to counter-demonstrate, certain types of which are analyzed in this paper.
Development of standards of international controllability is reviewed in the article. Institutional approach is applied to development of international legal regime of Energy Charter. Definition of controllability is connected to development of international standards of dispute settlement, which are described in the article in detail. In connection with controllability, Russian interest, defense of investment in European Union and ecological investment encouragement, is reviewed in the article.
