Анализ опыта применения концессионных соглашений в сфере городского электрического транспорта в Российской Федерации

This article examines the analysis of the use of one of the instruments of public-private partnership - the concession agreement - in the field of urban electric transport in the Russian Federation. The application has 9 years of experience, with various modes of transport in various regions of Russia. This analysis is necessary to determine how effective concession agreements for the construction and reconstruction of electric transport systems are and how appropriate this tool is in the future. The position of the scientific community regarding concession agreements in transport, including electric transport, has been studied. It has been determined that far from all concession agreements are successful, they have a number of problems, including the search for human and technical resources, deadlines, which not only does not lead to high-quality operation of the system, but also leads to its deterioration due to loss of passenger traffic. At the same time, there are also positive experiences in the implementation of concession agreements. As a result of the analysis, the most successful and least successful concessions were identified.
