Доказательная социальная политика: дискуссия о концептах и подходах
The article is devoted to the study of evidence-based social policy as a tool for rationalizing management in the social sphere. Based on the concepts of rationality by M. Weber, J. Habermas and P. Kearney, as well as considering the evolution of the evidence-based approach in the context of neomenegerialism (New Public Management), an attempt is made to disclose the DSP through the prism of rationalization. Special attention is paid to methodological challenges: the variety of types and approaches to understanding evidence, decision-making models, performance criteria and their adaptation to social realities. The article critically evaluates the multitude of opinions and interpretations that converge into a single framework of "evidence" and suggests considering the need to specify and possibly unify existing approaches in order to achieve mutual understanding between participants in the decision-making process.
