Установление государственного контроля над общественными организациями в Советской России
The article deals with public organizations operating in Soviet Russia, special attention is paid to their relations with state and party bodies. From the very beginning of Soviet power, public organizations played a special role in the formation of Soviet statehood. As a research goal, the author attempted to identify and describe the features of the functioning of public organizations in the Soviet period in their relationship with state and party bodies in solving state problems. In accordance with this goal, the following tasks were set. First, to describe the process of formation of public organizations in Soviet Russia, which were controlled by the state. Secondly, to reveal the features of the functioning of public organizations in the period of late Stalinism and the Thaw. This research is based on the method of analysis of legal regulation, formal-legal, comparative-legal and historical-legal methods. T The study was conducted on the basis of normative legal acts in force during the Soviet period, as well as scientific articles describing the activities of public organizations. The study shows that public organizations were gradually integrated into the Soviet political system. This process began in the 1920s. At that time, there were two types of public organizations in Soviet Russia: those created by citizens and those created and supervised by the authorities. In the early 1930s, independent public organizations were liquidated, and only mass pro-government societies continued their work. During the period of late Stalinism, public organizations in their work largely broadcasted the views of state and party bodies about the place of the Soviet Union in the international arena. After the war, highly specialized public organizations were created, but after a while this process would be replaced by the opposite: the forces of the public were consolidated into large public organizations with a wide coverage of the population. It was during this period that their regional offices were formed. The period of the "Thaw" brought a new idea of the place of public organizations: they were given some state functions, for example, conducting of lecture work was assigned to the society «Knowledge». During this period, it was intended to involve the population in solving state tasks as often as possible. However, public organizations both during the late Stalinism and the "Thaw" period remained dependent on the state, which tried in every possible way to give them a public character and revive their activities with new forms and directions of work.
