Правовое регулирование использования информационных технологий в государственном управлении
The monograph is devoted to the issues of legal regulation of relations that determine the development of the information society. The author carries out a comprehensive scientific study of administrative and legal regulation of the use of information technologies in public administration. This book gives a theoretical analysis of concepts, entities, mechanisms, legal regimes of information support of system of government, and a critical analysis of the completeness, the adequacy of the current social relations of science of information law and legislation on relevant issues. In this paper an attempt is made to justify the development of an administrative approach in creating a system of information support for authorities; defining legal and organizational and managerial mechanisms for creating optimal conditions for meeting the information needs of various legal entities and management; revealing the innovative potential of information support for authorities; setting priorities for interaction between public authorities at all levels and all branches of government.
