Inter-municipal cooperation is an important institution that can have a positive impact on the development of local self-government in general. The development of this institution can be an alternative to a number of debatable approaches, such as a complete transition to a single-level model of the territorial organization of local self-government. The potential of intermunicipal cooperation is important in the context of the diversity of municipal legal relations, especially taking into account the peculiarities of the organization of public authorities in various regions of such a large country as Russia. The article reveals some problems in the development of the institution of intermunicipal cooperation. Some of these problems can be solved through legislative changes, while others require deeper analysis and long-term approaches.
