The article provides analysis of the formation of political rhetoric in Russia at the beginning of the 19th century. The author interprets public speeches of Alexander I to the Sejms of the Grand Duchy of Finland (1809) and the Kingdom of Poland (1818, 1820, 1825). The analysis is carried out by comparing sources to those of the previous period (e.g. Catherine II’s speech at the opening of the Legislative Commission (1767)) and interpreting the wider context i.e. the Russian monarchs’ communication to their subjects not only in Poland and Finland but in Russia as well. The article discusses the shift  that occurred in creation of the political rhetoric tradition and the forms of communication political ideas at the time. In Appendix there published opening and closing speeches of Alexander I to the Polish Sejm (1818).
