Models for estimating free-flow speed were analyzed, including the model of the HCM 2010 road capacity guidelines and the model proposed by the Florida Department of Transportation (FDOT), and it was concluded that GLONAS/GPS tracks can be used to assess the quality of traffic management. Based on the tracks coming from the on-board GLONAS/GPS vehicle equipment, the speed of traffic on the segments of the street and road network of the city is estimated. Dushanbe. The regression equations for 156 segments of the road network are obtained, where the dependent variables are the vehicle speed and the regressors are the specific traffic intensity (car/h per lane) in the segment in the direction of traffic under consideration. On the basis of the obtained data on free movement speeds, a cluster analysis was performed and five street classes with given ranges of speed values in free conditions were obtained. The obtained representative data allow to scientifically substantiate the application of GPS and GLONASS to study the speed of movement and to assess the conditions of traffic flows on the segments of the UVS.
