Оценка эффективности инструментов промышленной политики в России: новые подходы

In the context of Russia's growing isolation from global markets, there has been more attention to the issues of the effectiveness of the existing development institutions and industrial policy mechanisms. To what extent are the applied instruments relevant to the current Russia’s situation? To what extent have they been adapted to address the challenges of import substitution and technology upgrades? In this article we provide the answer to these questions, based on our analysis of the programs of the Russian Industrial Development Fund that were launched in 2014, after the first wave of international sanctions, to facilitate import substitution. The article employs a novel for Russia methodological approach to assessing the effectiveness of industrial policy instruments.
