The combination of a democratic form of government with Athens’ ascending to the role of a superpower created the tension between fundamental principles of democracy and those of empire. Democracy was based on the principle of equality, isonomia. But there was no room for isonomia within the empire, and the previously common term isonomia was largely replaced in the second half of the fifth century by dēmokratia.
