The article presents the results of the analysis of the current initiatives being implemented in Russia with regard to the system of highly skilled workforce training. The key initiators of the agendas and the goals of the policies they are promoting are identified. The article is based on the results of the analysis of normative and legal acts of the federal level, the texts of speeches by the heads of federal authorities, as well as on the results of interviews with the initiators of changes and representatives of initiative groups.
