Мобилизационная проблема в СССР на фоне «военной тревоги» 1927 г.
The article examines mobilization rumors and sentiments, as well as the experience of conducting test mobilization activities in the USSR against the backdrop of the “War Scare” of 1927. Based on sum maries from the OGPU and the Information Department of the Central Committee of the All-Union Communist Party (Bolsheviks), the author concludes that rumors of an imminent war and mobilization provoked a wide range of reactions among the population: from passive forms (discussing ways to evade conscription, selling off horses and livestock) to active resistance (anti-war agitation, threats against authorities, and calls for armed resistance). In some cases, the mobilization issue acted as a catalyst for interethnic tensions (especially in Kazakhstan). The trial mobilization took place without mass protests, but it revealed numerous organizational problems: confusion in the notification process, poor co ordination between agencies, a lack of documents in national languages, and the low quality of military registration work. In some places, the situation was exacerbated by poor discipline among conscripts.
