Цифровое доверие как основа датацентричного управления: результаты опросного эксперимента
Contemporary public administration is increasingly moving towards a data-centric approach, based on the integration of data into decision-making processes. As the transition to such a model implies digital interaction between government agencies, not only among themselves but also with businesses and citizens, the success of digital initiatives directly depends on the level of trust in digital services and state institutions. This article assesses and statistically confirms the significance of factors influencing citizen trust in data-driven governance using structural equation modeling (SEM). The analysis of the survey experiment results showed that trust in government institutions/organizations is positively correlated with citizen trust in data-driven governance. It was also established that trust in technical systems acts as a mediator between trust in individual technologies and citizen trust in data-driven governance. The application of SEM confirms the correspondence of trust in technical systems and government institutions/ organizations with the implementation of a data-centric model of public administration based on empirical data, introducing important adjustments to this model.
