The reports of national and foreign scholars have been included to the proceedings of the international conference dedicted to the 550th anniversary of the Kazakh Khanate. The actual topics on formation, growth and fall of the first nation-state in Central Asia - the Kazakh Khanate were presented in conjunction with the history of our established new state.
Article devoted to analysis of legal status of Kazakh ruling elite since entering Kazakhstan into the Russian Empire and to the epoch of Great Reforms. Author statet that althought the clan elite was step-by-step replaced by officers of the Russian service, descendants of Kazakh ruling families still had respect and authority among Kazakhs.
Article devoted to the problem of rivalry between the Russian Empire and Khivan Khanate on the control of Kazakhstan in the 19th c. and legal aspects of its solving. Over a long period of time confronting sides attempted to extend own taxation system on Kazakhs. At that Khivan authorities staked on traditional law and common creed (Islam), as for Russian Empire, it realized the policy of frontier modernization in taxation field resulted in radical changes of taxation system. That became a barrier for Kazakhs to pass over power of Khivan Khanate.
