For the first time in the scientific literature, the article reveals the most important aspects related to the preparation and accomplishing 20 years ago - in January 2004 - of the visit of the first President of the Chechen Republic A. Kadyrov to Saudi Arabia. It is noted that the visit made it possible to overcome the disagreement between the parties on the issue of assessing the development of the situation in the North Caucasus. This removed the last obstacle to the Russian Federation joining the Organization of Islamic Cooperation as an observer.
