Human Resources, the Military Industrial Complex and the Possibilities for Technological Innovation in Russia

Is Russia ready to meet the challenge of the contemporary era of advanced technology and information production? The answer to the question must be based on an evaluation of the quality of its human resources. As indicators of human resource quality the authors use the state of health, level of education, and level of urbanization of the population as well as specific peculiarities of Russians as workers. The latter are mainly connected with ethno-cultural characteristics of Russian people. In spite of the difficult legacy of the militarized Soviet regime, Russian workers correspond by many parameters to the requirements of up-to-date production. The real potential of Russia's human resources can be appraised by the quality of work in non-state enterprises in today's Russia, as well as by that of migrants from Russia in foreign countries.
