О причинах восприятия местных органов власти как наиболее коррумпированных властных и общественных институтов современной России
The author of the article answers the question why it is widely views that local authorities are the most corrupt level of public power. In his opinion, the reason for this is the negative attitude towards local authorities, characterized by a critically low level of trust.
The peculiarity of the relationship between ordinary people and local authorities is the possibility of their direct and regular communication. Many important cases of citizens can be solved only by applying to the municipal authorities. However, the system of public power in modern Russia is organized in such a way that municipalities do not have sufficient resources for independent implementation of all legal requirements coming to them. For many local residents, the experience of direct interaction with municipal authorities is extremely negative, which has a devastating effect on their trust. At the same time, the lack of resources of local authorities creates conditions for corruption abuses by municipal officials and increases the chances of residents to face manifestations of corruption. The negative attitude to local authorities increases their separation from society, which is manifested in attempts to isolate themselves from citizens by bureaucratic procedures and the policy of information closure.
According to the author, even in the face of persistent shortage of resources of the local authorities, the attitude of the society towards them can be changed due to the expansion of local democracy and implementation of principles of transparency.
