The development and evolution of committee for human rights of President of RF and its
evolution to the Council of President RF for civil society development and human rights are analyzed.
The four steps of such development are marked out, corresponded to chairmanship in committee of
Sergey Kovalev and Vladimir Kartashkin and chairmanship in council of Ella Pamfilova and Michael
Fedotov. We can stress, that half of this cases results in self-resignation of this chairs. Three main factors
which influence at effectiveness of analyzed structure. The first is the social-political context, liberal of
conservative trend in every of periods, existence of absence of interest of officials to dialogue with NGOs.
The second is administrative-organizational factor, because committee/council is organizationally part
of Administration of President, and difference of organizational cultures can results to conflict. Third
factor is personality, which related as to person of committee/council chair – who it is - freedom fighter,
academician, or politician with (or without) experience of diplomatic activity. As to the members of
committee/council – existence of ‘creative and cohesive eight’ in Pamfilova’s council or cleavage in two
parts Fedotov’s council after Crimea events.
