Main Principles of the Strategy of Socioeconomic Development of the Northern and Arctic Regions of the Krasnoyarsk Territory (Krai)
The article reflects the main features of the new Strategy for Socioeconomic Development of the Northern and Arctic Regions of the Krasnoyarsk Territory of Russia. The work employs standard methodological tools for the development of the regional strategic documents, such as assessment of the situation, general principles of the socioeconomic development of the Northern and Arctic regions, characteristics of the main tools and expected results of the strategy, and spatial planning issues. The new policy is aimed to soften development contrasts between the Northern and Arctic municipalities of Krasnoyarsk krai. Big expectations are associated with the introduction of innovations in the delivery of the critical services and products to the remote towns and settlements of the area. The main methodological innovation applied in the Strategy is the establishment of three project offices working on the problem on three large-scale levels. These are the “Person”, “Settlement” and “Territory” project offices. Their tasks involve ensuring synergy between the government, large and small businesses, and social bodies. It is assumed that in the year 2030 the implementation of the proposed measures will enable the Krasnoyarsk Territory to regain its leading position in the development of the Russian Arctic it used to hold during the first decades of the Soviet period
This paper puts forth a comprehensive set of measures to address the current economic crisis, prevent its further aggravation and ensure sustained and ongoing development of the Russian economy. In this study we seek to adopt the viewpoint of common sense and keep free from political and ideological bias. This is why we believe the proposed solutions should be implemented by any reasonable government irrespective of its political coloration. This text presents our vision of the Russian economy and its problems.

Despite the impressive economic growth in Russia between 1999 and 2007, there is a fear that Russia may suffer the Dutch disease, which predicts that a country with large natural resource rents may experience a de-industrialisation and a lower long term economic growth. In this paper we study if there are any symptoms of the Dutch disease in Russia. Using a variety of Rosstat publications and the CHELEM database, we analyse the trends in production, wages and employment in the Russian manufacturing industries, and we study the behaviour of Russian imports and exports. We find that, while Russia exhibits some symptoms of the Dutch disease, e.g. the real appreciation of the rouble, the rise in real wages, the decrease in employment in manufacturing industries and the development of the services sector, the manufacturing production nonetheless increased, contradicting the theory of the Dutch disease. These trends can be explained by the gains in productivity and the recovery after the disorganisation in the 1990s, by new market opportunities for Russian products in the European Union and in CIS countries, by a growing Chinese demand for some products and by a booming internal market. Finally, investments in many manufacturing industries were largely encouraged, whereas those in the energy sector were strongly regulated, which contributed to the economic diversification.

The paper considers the prospects of domestic pharmaceutical industry development and determines the requirements for strategic growth for the drug manufacturers. Particularly highlighted are the results of examining the present situation in the domestic pharmaceutical industry as well as the analysis of international experience. The author determines the main growth aims of the domestic pharmaceutical companies and suggests the measures aimed at their reaching.
This article describes a specific type of urban field research: the commercial-facility location problems as one of the practical problem of geomarketing. The education method presented in the article have been worked out and repeatedly applied during student field practices at the Geographical Faculty of Lomonosov Moscow State University; its elements — are part of the Vysokovsky Graduate School of Urbanism educational program. By solving simple practical problem (searching for the best location for some facility), students not only gain the skills of field work, but also learn to conduct complete researches on their own. Teaching students a comprehensive analysis of diverse and holistic urban space is the main goal of this method.
The authors examine the processes of internal and international labor migration in Russia. Available sources of statistical information and a survey of studies allow us to define them as quantitatively comparable, but having pronounced regional differences. Despite the gravitation of both internal and international migrants to the largest cities, Russian temporary labor migrants more often go to work in the regions of the North and the East of the country. Russians and foreign migrants complement each other in the regional labor markets rather than compete. The results of the recent research conducted by Institute for Social Analysis and Prediction Russian Presidential Academy of National Economy and Public Administration, used in the article, allow us to state that the social and economic effects of international and internal labor migration are similar. At the same time the significance of migration for the economy of households and local budgets in Russia is underestimated.
Within a brief historical period, BRICS as an inter-State association has become an influential player in the world economy and politics. BRICS is a primarily political entity, and in that regard, the BRICS grouping correlates with the Shanghai Cooperation Organization (SCO). However, not all the expectations placed on the SCO by the founding countries at the time of its creation in 2001 have been met so far. The question is to what extent expectations may be fulfilled in case of BRICS.
The paper reveals main problems of mortality statistics, including recorded causes of death. Miscoding of homicides, self-harm, tuberculosis, cardiovascular disease distorts the actual mortality statistics as to causes of death. There are a number of problems with completion of death certificates, measuring infant mortality, and estimating life expectancy. The paper provides recommendations for improving the system of forensic examination and enhancing coordination between statistical bodies, health bodies, and police. Other important conditions for improving the quality of mortality statistics are increased demographic literacy and a growing standard of living of the population.
We address the external effects on public sector efficiency measures acquired using Data Envelopment Analysis. We use the health care system in Russian regions in 2011 to evaluate modern approaches to accounting for external effects. We propose a promising method of correcting DEA efficiency measures. Despite the multiple advantages DEA offers, the usage of this approach carries with it a number of methodological difficulties. Accounting for multiple factors of efficiency calls for more complex methods, among which the most promising are DMU clustering and calculating local production possibility frontiers. Using regression models for estimate correction requires further study due to possible systematic errors during estimation. A mixture of data correction and DMU clustering together with multi-stage DEA seems most promising at the moment. Analyzing several stages of transforming society’s resources into social welfare will allow for picking out the weak points in a state agency’s work.
