Университетские объединения в России: четыре волны образовательной политики
This article is aimed at identifying key peculiarities of such type of educational policy as university mergers - their main stages, types and declared aims. During the research we analyzed cases of university mergers and takeovers since 1990s to present moment which allowed for identifying and describing four Russia - specific educational policy waves. Based on the authors’ classification, there are given basic characteristics for each of identified waves: «Universitization», «Federal Universities», «Optimization», «Pillar Universities». Classification grounds include such possible forks as similarity of university academic profiles, formal hierarchy of uniting organizations, remote geographical positions, and, importantly, subject of decision making concerning mergers. Besides that, the article for the first time introduces into the context of university merger research such notions as «mobilization», «optimization », and «reprofilization» describing basic motives of university reorganization. Prevailing motive behind each of the merger waves is also given. The research presented can be continued in the form of detailed analysis of university mergers process with particular attention to «human factor» of merger procedure and creation of new organizational culture in merged universities. The results of this research can be used in planning potential mergers and evaluating completed university reorganizations.
Dramatic political, socio-economic, and cultural transformation of Russia in recent decades are often compared to the reforms of Peter the Great. The ongoing reform of education, which is part of the changer, attracts international attention. There have been voices within the Czech: pedagogical public, growing in intensity in the past few years, pointing out the lack of information on the development of education in Russia after the collapse of the Soviet Union, on the transformation of the educational system, and on the problems solved by politicians, experts, as well as school practice in the multi-ethnic and multi-national state. These problems may be of interest not only to the witnesses of the era of Soviet pedagogy and intensive work and personal contacts with its representatives, but also to the younger generation of teachers and researchers. The aim of the publication is to draw attention to education in the Russian Federation, providing the Czech educational community, professionals, and the general public with up-to-date information, as well as documenting, from a critical-analytical perspective, the development, current situation, and trends in Russian schooling.
The paper discusses recent initiatives undertaken by the Russian Government that are aimed to attract highly qualified foreign specialists to Russian higher education institutions. The authors describe obstacles that both institutions and specialists face. Best practices to attract leading scientists used in various countries are identified.

Across the world STEM (learning and work in Science, Technology, Engineering and Mathematics) has taken central importance in education and the economy in a way that few other disciplines have. The chapter focuses on STEM policies in Russia in recent years. It discusses the dynamics of STEM provision at all levels of education from primary to postgraduate, including the decline of participation in STEM disciplines, the underrepresentation of women and other trends in the Russian context. It also notes the lack of evidence for a clearcut link between STEM education and labour market outcomes for STEM degree holders. STEM policies in Russia require greater consistency, and more effective integration with other educational policies and with goals of national development.
Smoking is a problem, bringing signifi cant social and economic costs to Russiansociety. However, ratifi cation of the World health organization Framework conventionon tobacco control makes it possible to improve Russian legislation accordingto the international standards. So, I describe some measures that should be taken bythe Russian authorities in the nearest future, and I examine their effi ciency. By studyingthe international evidence I analyze the impact of the smoke-free areas, advertisementand sponsorship bans, tax increases, etc. on the prevalence of smoking, cigaretteconsumption and some other indicators. I also investigate the obstacles confrontingthe Russian authorities when they introduce new policy measures and the public attitudetowards these measures. I conclude that there is a number of easy-to-implementanti-smoking activities that need no fi nancial resources but only a political will.
One of the most important indicators of company's success is the increase of its value. The article investigates traditional methods of company's value assessment and the evidence that the application of these methods is incorrect in the new stage of economy. So it is necessary to create a new method of valuation based on the new main sources of company's success that is its intellectual capital.

At present many industries reveal tendency for setting up of vertically integrated companies (VIC) the structure of which unites all technological processes. This tendency proved its efficiency in oil industry where coordination of all successive stages of technological process, namely, oil prospecting and production -oil transportation - oil processing - oil chemistry - oil products and oil chemicals marketing, is necessary. The article considers specific features of introduction of "personnel management" module at enterprises of oil and gas industry.
